ושמע יתרו רבא דמדין חמוהי דמשה ית כל די עבד יי למשה ולישראל עמה ארי אפיק יי ית ישראל ממצרים:
mmtsrym yshral yth yy apyq ary emh wlyshral lmshh yy ebd dy kl yth dmshh khmwhy dmdyn rba ythrw wshme
Now Jethro, the priest of Midian, Moses’ father-in-law, heard of all that God had done for Moses and for Israel his people, how Yahweh had brought Israel out of Egypt.

ודבר יתרו חמוהי דמשה ית צפרה אתת משה בתר דפטרה:
dpTrh bthr mshh athth tsprh yth dmshh khmwhy ythrw wdbr
Jethro, Moses’ father-in-law, received Zipporah, Moses’ wife, after he had sent her away,

וית תרין בנהא די שום חד גרשם ארי אמר דיר הויתי בארעא נוכראה:
nwkrah barea hwythy dyr amr ary grshm khd shwm dy bnha thryn wyth
and her two sons. The name of one son was Gershom, for Moses said, “I have lived as a foreigner in a foreign land”.

ושום חד אליעזר ארי אלהא דאבא הוה בסעדי ושזבני מחרבא דפרעה:
dpreh mkhrba wshzbny bsedy hwh daba alha ary alyezr khd wshwm
The name of the other was Eliezer, for he said, “My father’s God was my help and delivered me from Pharaoh’s sword.”

ואתא יתרו חמוהי דמשה ובנוהי ואתתה לות משה למדברא די הוא שרי תמן לטורא דאתגלי עלוהי יקרא דיי:
dyy yqra elwhy dathgly lTwra thmn shry hwa dy lmdbra mshh lwth waththh wbnwhy dmshh khmwhy ythrw watha
Jethro, Moses’ father-in-law, came with Moses’ sons and his wife to Moses into the wilderness where he was encamped, at the Mountain of God.

ואמר למשה אנא חמוך יתרו אתי לותך ואתתך ותרין בנהא עמה:
emh bnha wthryn waththk lwthk athy ythrw khmwk ana lmshh wamr
He said to Moses, “I, your father-in-law Jethro, have come to you with your wife, and her two sons with her.”

ונפק משה לקדמות חמוהי וסגיד ונשיק לה ושאילו גבר לחברה לשלם ועלו למשכנא:
lmshkna welw lshlm lkhbrh gbr wshaylw lh wnshyq wsgyd khmwhy lqdmwth mshh wnpq
Moses went out to meet his father-in-law, and bowed and kissed him. They asked each other of their welfare, and they came into the tent.

ואשתעי משה לחמוהי ית כל די עבד יי לפרעה ולמצראי על עסק ישראל ית כל עקתא די אשכחתנון בארחא ושזבנון יי:
yy wshzbnwn barkha ashkkhthnwn dy eqtha kl yth yshral esq el wlmtsray lpreh yy ebd dy kl yth lkhmwhy mshh washthey
Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel’s sake, all the hardships that had come on them on the way, and how Yahweh delivered them.

וחדי יתרו על כל טבתא די עבד יי לישראל די שזביה מידא דמצראי:
dmtsray myda shzbyh dy lyshral yy ebd dy Tbtha kl el ythrw wkhdy
Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians.

ואמר יתרו בריך יי די שזיב יתכון מידא דמצראי ומידא דפרעה די שזיב ית עמא מתחות מרות מצראי:
mtsray mrwth mthkhwth ema yth shzyb dy dpreh wmyda dmtsray myda ythkwn shzyb dy yy bryk ythrw wamr
Jethro said, “Blessed be Yahweh, who has delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who has delivered the people from under the hand of the Egyptians.

כען ידענא ארי רב יי ולית אלה בר מנה ארי בפתגמא די חשיבו מצראי למדן ית ישראל בה דננון:
dnnwn bh yshral yth lmdn mtsray khshybw dy bpthgma ary mnh br alh wlyth yy rb ary ydena ken
Now I know that Yahweh is greater than all gods because of the way that they treated people arrogantly.”

וקריב יתרו חמוהי דמשה עלון ונכסת קודשין קדם יי ואתא אהרן וכל סבי ישראל למיכל לחמא עם חמוהי דמשה קדם יי:
yy qdm dmshh khmwhy em lkhma lmykl yshral sby wkl ahrn watha yy qdm qwdshyn wnksth elwn dmshh khmwhy ythrw wqryb
Jethro, Moses’ father-in-law, took a burnt offering and sacrifices for God. Aaron came with all the elders of Israel, to eat bread with Moses’ father-in-law before God.

והוה מיומא דבתרוהי ויתיב משה למדן ית עמא וקם עמא עלוהי דמשה מן צפרא עד רמשא:
rmsha ed tspra mn dmshh elwhy ema wqm ema yth lmdn mshh wythyb dbthrwhy mywma whwh
On the next day, Moses sat to judge the people, and the people stood around Moses from the morning to the evening.

וחזא חמוהי דמשה ית כל די הוא עבד לעמא ואמר מה פתגמא הדין די את עבד לעמא מה דין את יתב בלחודך וכל עמא קימין עלוך מן צפרא עד רמשא:
rmsha ed tspra mn elwk qymyn ema wkl blkhwdk ythb ath dyn mh lema ebd ath dy hdyn pthgma mh wamr lema ebd hwa dy kl yth dmshh khmwhy wkhza
When Moses’ father-in-law saw all that he did to the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?”

ואמר משה לחמוהי ארי אתן לותי עמא למתבע אולפן מן קדם יי:
yy qdm mn awlpn lmthbe ema lwthy athn ary lkhmwhy mshh wamr
Moses said to his father-in-law, “Because the people come to me to inquire of God.
16
כד הוי להון דינא אתן לותי ודאינא בין גברא ובין חברה ומהודענא להון ית קימיא דיי וית אוריתה:
awrythh wyth dyy qymya yth lhwn wmhwdena khbrh wbyn gbra byn wdayna lwthy athn dyna lhwn hwy kd
When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws.”

ואמר חמוהי דמשה לה לא תקין פתגמא דאת עבד:
ebd dath pthgma thqyn la lh dmshh khmwhy wamr
Moses’ father-in-law said to him, “The thing that you do is not good.
18
מלאה תלאה אף את אף עמא הדין דעמך ארי יקיר מנך פתגמא לא תכול למעבדה בלחודך:
blkhwdk lmebdh thkwl la pthgma mnk yqyr ary demk hdyn ema ap ath ap thlah mlah
You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone.

כען קבל מני אמלכנך ויהי מימרא דיי בסעדך הוי את לעמא אולפן מן קדם יי ותהי מיתי את ית פתגמיא לקדם יי:
yy lqdm pthgmya yth ath mythy wthhy yy qdm mn awlpn lema ath hwy bsedk dyy mymra wyhy amlknk mny qbl ken
Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God.
20
ותזהר יתהון ית קימיא וית אוריתא ותהודע להון ית אורחא דיהכון בה וית עובדא דיעבדון:
dyebdwn ewbda wyth bh dyhkwn awrkha yth lhwn wthhwde awrytha wyth qymya yth ythhwn wthzhr
You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do.
21
ואת תחזי מכל עמא גברין דחילא דחליא דיי גברין דקשוט דסנן לקבלא ממון ותמני עליהון רבני אלפין רבני מאותא רבני חמשין ורבני עשוריתא:
eshwrytha wrbny khmshyn rbny mawtha rbny alpyn rbny elyhwn wthmny mmwn lqbla dsnn dqshwT gbryn dyy dkhlya dkhyla gbryn ema mkl thkhzy wath
Moreover you shall provide out of all the people able men which fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
22
וידונון ית עמא בכל עדן ויהי כל פתגם רב ייתון לותך וכל פתגם זעיר ידונון אנון ויקלון מנך ויסוברון עמך:
emk wyswbrwn mnk wyqlwn anwn ydwnwn zeyr pthgm wkl lwthk yythwn rb pthgm kl wyhy edn bkl ema yth wydwnwn
Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you.

אם ית פתגמא הדין תעבד ויפקדנך יי ותכול למיקם ואף כל עמא הדין על אתרה יהך בשלם:
bshlm yhk athrh el hdyn ema kl wap lmyqm wthkwl yy wypqdnk thebd hdyn pthgma yth am
If you will do this thing, and God commands you so, then you will be able to endure, and all these people also will go to their place in peace.”

וקביל משה למימרא דחמוהי ועבד כל די אמר:
amr dy kl webd dkhmwhy lmymra mshh wqbyl
So Moses listened to the voice of his father-in-law, and did all that he had said.
25
ובחר משה גברין דחילא מכל ישראל ומני יתהון רישין על עמא רבני אלפין רבני מאותא רבני חמשין ורבני עשוריתא:
eshwrytha wrbny khmshyn rbny mawtha rbny alpyn rbny ema el ryshyn ythhwn wmny yshral mkl dkhyla gbryn mshh wbkhr
Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

ודינין ית עמא בכל עדן ית פתגם קשי מיתין לות משה וכל פתגם זעיר דינין אנון:
anwn dynyn zeyr pthgm wkl mshh lwth mythyn qshy pthgm yth edn bkl ema yth wdynyn
They judged the people at all times. They brought the hard cases to Moses, but every small matter they judged themselves.
