ושמע יתרו רבא דמדין חמוהי דמשה ית כל די עבד יי למשה ולישראל עמה ארי אפיק יי ית ישראל ממצרים:
wshme ythrw rba dmdyn khmwhy dmshh yth kl dy ebd yy lmshh wlyshral emh ary apyq yy yth yshral mmtsrym
Now Jethro, the priest of Midian, Moses’ father-in-law, heard of all that God had done for Moses and for Israel his people, how Yahweh had brought Israel out of Egypt.

ודבר יתרו חמוהי דמשה ית צפרה אתת משה בתר דפטרה:
wdbr ythrw khmwhy dmshh yth tsprh athth mshh bthr dpTrh
Jethro, Moses’ father-in-law, received Zipporah, Moses’ wife, after he had sent her away,

וית תרין בנהא די שום חד גרשם ארי אמר דיר הויתי בארעא נוכראה:
wyth thryn bnha dy shwm khd grshm ary amr dyr hwythy barea nwkrah
and her two sons. The name of one son was Gershom, for Moses said, “I have lived as a foreigner in a foreign land”.

ושום חד אליעזר ארי אלהא דאבא הוה בסעדי ושזבני מחרבא דפרעה:
wshwm khd alyezr ary alha daba hwh bsedy wshzbny mkhrba dpreh
The name of the other was Eliezer, for he said, “My father’s God was my help and delivered me from Pharaoh’s sword.”

ואתא יתרו חמוהי דמשה ובנוהי ואתתה לות משה למדברא די הוא שרי תמן לטורא דאתגלי עלוהי יקרא דיי:
watha ythrw khmwhy dmshh wbnwhy waththh lwth mshh lmdbra dy hwa shry thmn lTwra dathgly elwhy yqra dyy
Jethro, Moses’ father-in-law, came with Moses’ sons and his wife to Moses into the wilderness where he was encamped, at the Mountain of God.

ואמר למשה אנא חמוך יתרו אתי לותך ואתתך ותרין בנהא עמה:
wamr lmshh ana khmwk ythrw athy lwthk waththk wthryn bnha emh
He said to Moses, “I, your father-in-law Jethro, have come to you with your wife, and her two sons with her.”

ונפק משה לקדמות חמוהי וסגיד ונשיק לה ושאילו גבר לחברה לשלם ועלו למשכנא:
wnpq mshh lqdmwth khmwhy wsgyd wnshyq lh wshaylw gbr lkhbrh lshlm welw lmshkna
Moses went out to meet his father-in-law, and bowed and kissed him. They asked each other of their welfare, and they came into the tent.

ואשתעי משה לחמוהי ית כל די עבד יי לפרעה ולמצראי על עסק ישראל ית כל עקתא די אשכחתנון בארחא ושזבנון יי:
washthey mshh lkhmwhy yth kl dy ebd yy lpreh wlmtsray el esq yshral yth kl eqtha dy ashkkhthnwn barkha wshzbnwn yy
Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel’s sake, all the hardships that had come on them on the way, and how Yahweh delivered them.

וחדי יתרו על כל טבתא די עבד יי לישראל די שזביה מידא דמצראי:
wkhdy ythrw el kl Tbtha dy ebd yy lyshral dy shzbyh myda dmtsray
Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians.

ואמר יתרו בריך יי די שזיב יתכון מידא דמצראי ומידא דפרעה די שזיב ית עמא מתחות מרות מצראי:
wamr ythrw bryk yy dy shzyb ythkwn myda dmtsray wmyda dpreh dy shzyb yth ema mthkhwth mrwth mtsray
Jethro said, “Blessed be Yahweh, who has delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who has delivered the people from under the hand of the Egyptians.

כען ידענא ארי רב יי ולית אלה בר מנה ארי בפתגמא די חשיבו מצראי למדן ית ישראל בה דננון:
ken ydena ary rb yy wlyth alh br mnh ary bpthgma dy khshybw mtsray lmdn yth yshral bh dnnwn
Now I know that Yahweh is greater than all gods because of the way that they treated people arrogantly.”

וקריב יתרו חמוהי דמשה עלון ונכסת קודשין קדם יי ואתא אהרן וכל סבי ישראל למיכל לחמא עם חמוהי דמשה קדם יי:
wqryb ythrw khmwhy dmshh elwn wnksth qwdshyn qdm yy watha ahrn wkl sby yshral lmykl lkhma em khmwhy dmshh qdm yy
Jethro, Moses’ father-in-law, took a burnt offering and sacrifices for God. Aaron came with all the elders of Israel, to eat bread with Moses’ father-in-law before God.

והוה מיומא דבתרוהי ויתיב משה למדן ית עמא וקם עמא עלוהי דמשה מן צפרא עד רמשא:
whwh mywma dbthrwhy wythyb mshh lmdn yth ema wqm ema elwhy dmshh mn tspra ed rmsha
On the next day, Moses sat to judge the people, and the people stood around Moses from the morning to the evening.

וחזא חמוהי דמשה ית כל די הוא עבד לעמא ואמר מה פתגמא הדין די את עבד לעמא מה דין את יתב בלחודך וכל עמא קימין עלוך מן צפרא עד רמשא:
wkhza khmwhy dmshh yth kl dy hwa ebd lema wamr mh pthgma hdyn dy ath ebd lema mh dyn ath ythb blkhwdk wkl ema qymyn elwk mn tspra ed rmsha
When Moses’ father-in-law saw all that he did to the people, he said, “What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?”

ואמר משה לחמוהי ארי אתן לותי עמא למתבע אולפן מן קדם יי:
wamr mshh lkhmwhy ary athn lwthy ema lmthbe awlpn mn qdm yy
Moses said to his father-in-law, “Because the people come to me to inquire of God.
16
כד הוי להון דינא אתן לותי ודאינא בין גברא ובין חברה ומהודענא להון ית קימיא דיי וית אוריתה:
kd hwy lhwn dyna athn lwthy wdayna byn gbra wbyn khbrh wmhwdena lhwn yth qymya dyy wyth awrythh
When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws.”

ואמר חמוהי דמשה לה לא תקין פתגמא דאת עבד:
wamr khmwhy dmshh lh la thqyn pthgma dath ebd
Moses’ father-in-law said to him, “The thing that you do is not good.
18
מלאה תלאה אף את אף עמא הדין דעמך ארי יקיר מנך פתגמא לא תכול למעבדה בלחודך:
mlah thlah ap ath ap ema hdyn demk ary yqyr mnk pthgma la thkwl lmebdh blkhwdk
You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone.

כען קבל מני אמלכנך ויהי מימרא דיי בסעדך הוי את לעמא אולפן מן קדם יי ותהי מיתי את ית פתגמיא לקדם יי:
ken qbl mny amlknk wyhy mymra dyy bsedk hwy ath lema awlpn mn qdm yy wthhy mythy ath yth pthgmya lqdm yy
Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God.

ותזהר יתהון ית קימיא וית אוריתא ותהודע להון ית אורחא דיהכון בה וית עובדא דיעבדון:
wthzhr ythhwn yth qymya wyth awrytha wthhwde lhwn yth awrkha dyhkwn bh wyth ewbda dyebdwn
You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do.

ואת תחזי מכל עמא גברין דחילא דחליא דיי גברין דקשוט דסנן לקבלא ממון ותמני עליהון רבני אלפין רבני מאותא רבני חמשין ורבני עשוריתא:
wath thkhzy mkl ema gbryn dkhyla dkhlya dyy gbryn dqshwT dsnn lqbla mmwn wthmny elyhwn rbny alpyn rbny mawtha rbny khmshyn wrbny eshwrytha
Moreover you shall provide out of all the people able men which fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

וידונון ית עמא בכל עדן ויהי כל פתגם רב ייתון לותך וכל פתגם זעיר ידונון אנון ויקלון מנך ויסוברון עמך:
wydwnwn yth ema bkl edn wyhy kl pthgm rb yythwn lwthk wkl pthgm zeyr ydwnwn anwn wyqlwn mnk wyswbrwn emk
Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you.

אם ית פתגמא הדין תעבד ויפקדנך יי ותכול למיקם ואף כל עמא הדין על אתרה יהך בשלם:
am yth pthgma hdyn thebd wypqdnk yy wthkwl lmyqm wap kl ema hdyn el athrh yhk bshlm
If you will do this thing, and God commands you so, then you will be able to endure, and all these people also will go to their place in peace.”

וקביל משה למימרא דחמוהי ועבד כל די אמר:
wqbyl mshh lmymra dkhmwhy webd kl dy amr
So Moses listened to the voice of his father-in-law, and did all that he had said.
25
ובחר משה גברין דחילא מכל ישראל ומני יתהון רישין על עמא רבני אלפין רבני מאותא רבני חמשין ורבני עשוריתא:
wbkhr mshh gbryn dkhyla mkl yshral wmny ythhwn ryshyn el ema rbny alpyn rbny mawtha rbny khmshyn wrbny eshwrytha
Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
26
ודינין ית עמא בכל עדן ית פתגם קשי מיתין לות משה וכל פתגם זעיר דינין אנון:
wdynyn yth ema bkl edn yth pthgm qshy mythyn lwth mshh wkl pthgm zeyr dynyn anwn
They judged the people at all times. They brought the hard cases to Moses, but every small matter they judged themselves.
27
ושלח משה ית חמוהי ואזל לה לארעה:
wshlkh mshh yth khmwhy wazl lh lareh
Moses let his father-in-law depart, and he went his way into his own land.
